The AOFM have been selling billions of bonds since Labor got into power 6 years ago.
That's because they ran a budget deficit every year they were in power.
In order to pay it's bills, the incoming government has to keep things going until it's got time to sort out what it is going to do.
That's not too hard to understand, is it?
