It is logical that if the same strength is needed for concrete then there will need to be less concrete. Less concrete means less weight so the foundations etc will be less costly as well as the cost of the concrete. All this has been explained in earlier announcements. This same principle was applied (less concrete, less weight etc) when prestressed concrete was first produced.
I can see a future for this technology. With hydrogen as a byproduct there may be a better chance for Hythane to be viable.
