I see Glencore's buying of RIO's Clermont mine as a serious positive for thermal coal plays.

Firstly RIO tends to buy top of the market and sells at the bottom.

I cannot see QLD creating all the necessary port infrastructure only to not approve projects?

Federal and State Governments are aligned to get these projects on line.
