not quite the same ... RIO did send the paperwork ... but it was delayed in transit .. that is the ONLY realistic leg RIO has to stand on.
how is it RIO's fault that the paperwork took 10 days when it should have taken no more than 2? the answer is its not RIO's fault, they have no way of controlling that. however they should have followed it up, made calls etc.
