    Sorry unawares , the company is investigating 5 targets in total and you are now asking why they are investigating the first 3 of the 5?????

    I am pretty sure in order to fully investigate all 5 ( of anything) you need to fully investigate the first 3 of that 5..... ( may be wrong as basic math isn't my strong suit)....,
