My bet is the sp will drop when we get news of Cinco timing.
Why, because the odds are it will take ~12 months+ to organise a rig and materials, that being the usual lead time for deep offshore wells.
The DOE can impose whatever time limits they like, if a deepwater rig aint available, it aint available.
Anyway, the next news wont give us a spud date. Probably just announce some terms have been agreed upon wrt to the next extension.
