Most often a CR is done after the banks refuse further loans or call in what is outstanding. If so, why are banks skittish for a relatively small amount?

I Googled around with search terms "powercell" and "SAG mill" and found few hits. Does this indicate the new mill is rather experimental and hence the recent failure could portend more trouble? Also I understood mills to be constant speed since there is an optimal lift speed for maximum crushing and yet MML talks about variable speeds for power efficiency.
