Pisces, I would suggest that what he is saying and has tried to show with the chart is that the current move off the 2009 low has only managed to advance a portion of the previous rally into the '07 high, over the same amount of time. This is a weak rally in comparison and is bearish which suggests it is only a corrective move which occurs before the next move down.
Nouf, part of what you have alluded to in your post is something I've suggested here in the past and that is that you can't compare the price of the two indexes. They are different markets, different fundamentals, different drivers, different manipulators, whatever. What they do have in common is time. They both react to the same time events.
