That's only in a couple of states. In most of them it's decided by the politicians (obediently following the U.S. of course) that the particular plant is a 'dangerous drug'. Even related gardening books are 'prohibited objects', when I was raised it was only bad countries like the commies and Nazis that prohibited/burned books. Oh well, another lesson in reality I guess.
But our politicians aren't just ignorant and dumb on this issue, they are the MOST ignorant and dumb on the whole planet! We are the only country in the world (yay, the universe?) were it is illegal to eat hemp seed despite there being no THC or psychoactive compounds whatsoever and it being a VERY good source of human nutrition. Luckily you can buy it in health food stores to make body cream with...... :)
The idiots have taken over and they have WAY too much support from the gormless masses.
