I have listened to the BRR media release (several times) and didn't hear Darren state that ABU were not planning to borrow or raise anymore in the near future.

Are you saying that you perceived that this is the message being conveyed rather than actually said?

Although it would be nice to be wrong, I firmly believe a capital raising will happen based on their current cash position and can't produce gold and get a cash flow until they have the mining licence.

ABU have yet to finalise the environmental studies and once submitted, there will be some delay until the licence is granted, even with the cash flow from trial mining they will need to maintain a buffer and without a steady income, stream their available cash position will diminish.

ABU has a terrific future but unfortunately they are short of cash and IMO the bigger players know this, which is why there is a continually sell down so they can buy in at lower levels.
