This is not a new process. The asx and registries have been doing ex and record for longer than we've been alive. As buyers and sellers, we only need to watch the ex date.

You don't declare anything. The registry determines how many rights you're entitled to and that will appear on the form.

I don't know what the registry does between ex and record. It's not T+3, there's extra days but the processes all align so we don't need to even think about record date or what they're doing in the background. It just creates confusion.
