SP3 I agree with the first bit of everything to gain here by endorsing the technology, but could you please elaborate on the 2nd half of that comment? "will only receive grant funding after they have spent the money on the project - not before"

So how will they pay for it before then? and when will they need to pay for it?

Also you say you won't return here till the sp hits 3.9c again. What happens if it doesn't hit 3.9c for several weeks? or dare I say it, Months?
