Official RBA records show the Budget was in deficit for most of the Whitlam era, and growing steadily worse at the end? The RBA records also show that Whitlam not only continued, but more than doubled the Net Income Deficit
And this was all done under a regime that markedly increased taxes.
But the obvious problem you have to explain is why did the Whitlam Government (illegally) tried to borrow up to US$8 Billion from a shady arms dealer if their financial position was in such good shape?
The Commonwealth figures show each Labor Government with a higher budget deficit than the Libs. From Appendix I, Fraser highest deficit -1.8% of GDP; Hawke -2.6%; Keating -4.1%; Howard -0.1%; Rudd/Gillard -4.2%.
