    What you're looking for is the absence of God in the universe, prove that and your home and hosed. In terms of the burden of proof, well that lies with whoever is making the claim at the time. So if the claim is that God does not exist then it's up to the atheist to put forward his evidence/argument/whatever. It's not up to the theist to prove him wrong. If the claim is the opposite then same deal.
