there is no need, now, for THR to spend any money on Dundas because SIR are spending the money there, doing the groundwork
if SIR find something commercial then THR can start. if SIR find nothing commercial then no need for THR to bother, imo
SIR are in the fortunate position to be loaded with cash & THR are in the fortunate position to be able to piggy back on SIR (for a free ride)
