An announcement delay could stem from one of the 'PROBLEMS" of success. It would not be difficult to imagine conflict between the partners on the wording of the announcement. One may well view the content as costly if they had acquisitive desires for the share of one of the partners.
As others have mentioned Italy/Europe is a very sleepy place at this time, it could be sometime to settle the wording.
Problems of success are more likely in my mind, than negative issues.
