Neither can I. At the time it did that I was on the phone to my broker discussing FGE's move. He had never seen it either.
I think it is a function of the plethora of new regulations that are now driving brokers mad. Probably an automatic pause based on price & volume. There is something similar in New York.
I think its designed to prevent spikes from mistakes. I don't know but I do know that there are way too many regulations to protect people from themselves. Why do we need to worry if someone is not paying attention? That's their funeral, the market is a ruthless jungle, not a Sunday school picnic.
Rene Rivkin was a saint compared to what some of the big funds and banks get up to now.
