See things from the Jap's point of view. They've been eating marine mammals for hundreds/thousands of years. Circa 1700s Europeans started killing whales on an industrial scale, but just for the bit of oil in each body. They hunted the critters to near extinction, before they gave up. The white men are now telling the Japanese to stop eating whales. (I don't why they like whale meat, it tastes really awful and greasy.)

A bit of child psychology would work in curbing their whale appetites, and solve another problem. Convince the Japanese that eating Crown of Thorn starfish will give them massive rock-hard dicks!!!! They'll leave the rhinos alone too!!!
