Seems to me we have a buyer (occasionally!) at 29 and a seller willing to fill it (constantly!)
Can't see this moving much today without a catalyst.
BTW - cross border sales between Vietnam and China - never gonna happen. Its hard enough in friendly jurisdictions (PSC environments cause too many commercial issues) - never mind between countries that are, for want of a better word, enemies!
