Some commentators here suggest that it takes the male human brain 25 years from birth to fully "mature". and there is also a fair amount of sociological research suggesting that persons who get themselves tattooed are more likely to perform violent acts upon others than are persons who don't feel the need to get tattooed. So my contribution to the debate here is this: Require all those who practice the art of tattooing, be they amateur or professional, to be registered, and deem it unlawful for any tattooer to practice their art on anyone, male or female, who is younger than 25 years of age. Those tattooists who knowingly break such a law should be subject to substantial fines. Maybe this approach might make a small contribution to reducing the frequency of violent assaults perpetrated by young males under the age of 25 years and also prevent the permanent disfiguring of the immature female. Or maybe not.
And as an aside, I'd hate to be the doctor trying to insert an IV line in these dweebs years down the track when they are old,wrinkly and in need of serious medical care.
