Moloch is right. The date on the letterhead can not be relied on for much. DENR/MGB documents have a remarkable ability to float around in the 4th dimension. But the contents of this letter were leaked to the Business Mirror on the 10th and not addressed by Red until today (14th).
Advocating for the punters, continuous disclosure and transparent reporting is paramount. IMO, it would be fair to say that Red's disclosure around this whole issue is poor - which only leads to the postulation of all sorts of theories - as can be witnessed on this chat forum and off it.
IMO, a please explain would be justified.
