That sentence does read confusingly but the last part of the sentence should be read by itself.
I.e. that in addition to the other things in the announcement, they are also issuing 2 shares because 2 MNMO were exercised.
That's why the total number of shares issued is 18,750,000 (18,749,998 as the placement + the 2 extras).
Yes, someone paid 9c to exercise 2 MNMO.
