Yea that may be the case Nicky but my point is, culture will change if you change how easily accessible alcohol is.
Is it a fluke that the Singapore does not have a massive drinking culture and their alcohol is taxed a lot?
Australia has groomed a culture of alcohol and violence by letting people buy cheap alcohol (relatively) and not penalizing people who assualt others.
Watch what would happen if you suddenly halved the price of alcohol in Singapore and halved the penalties. Wouldn't take long before there would be a pretty strong drinking culture IMO.
