I can tell you.I do my own RSA and have been known
to bar myself,loading up in the kitchen before I hit
the verandah a definite no entry.

The money I make from liquor sales to myself I gamble

Personaly I would rather see the cops doing zero
tolerance as Singapore did and New York followed.
