You obviously know little about the govt. and the extreme weather conditions of Kyrgyzstan, even anything about this country in general is my guess. Vast amounts of resource to be had, once you can get past govt. and the local populations' constraints.
Some research, such as what happened with KGL around 2 years ago may give you an insight as to how good a country this is.
