When this delay has been priced in,
when near end of this quarter, if the company announce of "the Company remains focused on producing 11,000tpa REO from Phase 1, there may NOT be a delay in achieving that run rate for the end of March quarter."
that would be a "artificial" good news to let the market surprise and unexpected.
Only a guess.
