One further point my suspicions is that the modeling work around the 25mtpa production capacity was not something initiated by current management but a request by third party working out the profitability of the mine in view of potential funding and or third part transaction...
Like when you go to a mortgage broker and you work out what the value of all your assets are in order to determine how much you can borrow...same principle at work here...IMO
