Looks to me like its a no brainer for the DOE to offer SC55 in the next bidding round.
OEL can still bid for it, plus there might be better bids from a major.
After BHP made a big deal about the Palawan LGU demands, then walked away after the permits were signed off, I don't think the DOE owes anyone any favours.
