I don't know if the same situation exists as a number of years ago, my wife and I drove to QLD, and along the way, most North Coast NSW cities, and a lot of them fairly large populations, ie., Coffs Harbour, Port MacQuarie, and a heap of others along the way had NO traffic lights in their CBD, only give way/stop signs, roundabouts, etc., and traffic and pedestrians all worked in together harmoniously, ... no traffic blocks, no frustrations, and all moving easily and happily without bloody traffic lights.
I don't agree with an argument that the traffic lights effectively reduce accidents, as where we live in Albury, on an old highway intersection, there has been quite a few unbelievable accidents, even with traffic controls.
