This is precisely what is wrong with the Australian institutions and why they underperform. They are not prepared to make a decision. They need some-one else to do it for them.

The chinese were prepared to do the work themselves, and decided to invest, the Australian insto's want their bums covered, they don't want to do the work and make a decision.

The Australian insto's will decide to invest when the company is making money and the share price much higher, and probably the copper price as well.
