Bmission - I wouldn't say it's concerning - It's not like they just forgot about it. Since it was due Nov 30 they've been "in discussions" for almost three months now.
So there are really only two options for the royalty payment:
1) They are disputing the royalty or the timing of it's payment, possibly due to Dargues being delayed. The exact details of the triggering event I don't recall. ie Development of 'project' vs Development of 'mine decline'
2) They are negotiating over more than just a small royalty payment. Maybe they are issuing MOL 4 mil worth of shares to settle the royaly plus another large chunk of shares at a decent price. Possibly coupled with a convertible note issue or loan to fully fund Dargues.
Of course it's possible the cap raising has nothing to do with the royalty payment.
