Under the Victorian government agreement, there must be a minimum of 500 staff employed by SPC Ardmona. If the company closes within 5 years it will have to repay the money.

Didn't read all of the cut and paste you supplied,how ever it reminds me of averaging down on what I thought was a good thing, CopperCo.
Left with nothing, even threw in a couple of Hundred dollars on class action that recovered nothing,but felt good.
I sincerely hope SPC isn't another CUO.
