decisions to complete the well as a producer without testing are often made.Such decisions are made on the basis of comparing all the well data with other wells that have been flow tested on the same structure.If all the data is pretty well identical, they will not go to the unneccesary expense of testing the well.
Having said that , BRU may well decide to test if they need additional data not obtained from earlier wells.
