Just because there is not heavy buying doesn't mean its not worth buying. Many will not want to tie up cash now for medium term. Trouble is when its moving up fast the days of cheap quantity of shares will be over. I think the decision is whether its worth investing and waiting patiently.
This could move upwards any time and will not take much positive sentiment to have that outcome. Only a matter of time before supply gets eaten up of U3O8 and a scramble starts. I can only see a stronger requirement for nuclear and when spot responds it will be quicker and faster than a calm orderly transition to elevated prices.
Superb opportunity to buy quality and quantity now whilst its mucking around treading water.
Investing long term.
