"APPLICATION FOR MINING CONCESSION

A request for a mining concession is madethrough an application by the holder of the exploration authorization or his/her successor applying to the Ministry of Mines and Energy.

The following requirements and basic conditions must be met in the application: · Application for a mining concession is granted, solely and exclusively, to individual firms or companies incorporated under Brazilian law, which withhave head main office and management administration in Brazil and are authorized to operate as a mining company;

· The area intended for mining must lie within the boundary of the exploration area;

· The deposit to be mined must be explored , that is, have its respective exploration report approved, or be available for mining, according to a declaration by DNPM;

· Confirmation, through a certificate, of the company’s registration in the National Commercial Registry, or State Level Commercial Registry;

· Presentation of the Economic Exploitation Plan of the deposit or Mining Plan - under the responsibility of a legally qualified Mining Engineer -, the mining project installation schedule, detailed maps of the area, and any other items of information and evidence required by the Mining Code;

· Obtaining the prior Environmental License, issued by the competent environmental agency and submit the Installation License (LI) to DNPM; (my bold)

· Evidence of the existence of own resources or financing for the investment forecast in installing and operating the mine."

So unless they have already done it, one step to go, submit the LI (installation license) to the DNPM.

So just process and as Pumpa pointed out...the hard bits are done in the regulatory process.
