BHP also have a need for Sulphides and quality underground ore. The feed from Cliffs is typical low grade bulk quantity open pit ore and blending makes the operation work.
So as you say - BHP have a need and there arent too many underground nickel resources that can be switched on in a short timeframe. Thats what puts POS in a reasonably good position.
