Back to the text book - if people were buying uranium then the price would go up. The fact that the price is flat and trading volumes are low suggests little interest.
Also, with most utilities managing inventory many years ahead through term contracts there is often little need to actually purchase on spot. Most producers (but maybe not PDN) also like to have a portfolio of term contracts to keep the order book full.
