Why would Japanese utilities dump fuel on the spot market at a loss? And who would buy the fuel? US utilities? Traders? If there was a glut last year and fuel burn has been significantly lower than in previous years surely there is still a glut? Presumably shifting fuel inventory from one owner to another doesn't resolve any problems?
