what you're proposing is that the developers of an application should be charged for the use of underlying networks and the services that run over those networks.
the problem is that the user already pays to use the network. it's called quota, or a data allowance. how could you then place further restrictions/charges upon the content of that data?
that's not going to work on a packet-switched network where the route taken for each individual packet for a given source and destination can be different. (how would you bill?)
perhaps you could block traffic to Skype supernodes? *shrug* i don't see it working personally.
