You clearly have no understanding of how mining projects work.
Every investment is dependent upon a positive economic outcome. BFS's are not cheap and the board will need to weigh up the present value of completing a BFS vs alternative options.
I suspect the required capex for a BFS and subsequent mine-site construction will be significant and perhaps RMX might look to bring in a cashed up JV partner to fund development.
And as for moving away from an area, would you rather they keep the plant in the old location and incur substantial transportation costs?
Moving the plant to the most economically mineable deposit is by far the most logical option and in my opinion is a definite positive.
