I doubt that 17.5%is actually worth much. I bet, that upon allotment of the underwritten shares, it will be liquidated on market. So whatever the issue price is, the share price will drop by 17.5%.

the management needs to come up with some kind of miracle to pump the price up after allotment.

may be the ongoing Ukrainian crisis can boost the 'pog so that uml can make decent profit to pull us out of the mess. This maybe just wishful thinking.
