Since watching a few Indian Construction Labourer videos, a few things are clear to me. These concern me as real world issues (unimagined) and many papers have been published on the matter that no foreign company cannot overcome.

Due to various reasons, not all related to their workplace, workers are deprived of sleep, malnourished, financially poor and at times unable to work to time-frames.
They work slowly for many learn on the job and without theoretical education.
I hope ESI intends the opposite for them, which i know it will need to do if it wishes to fast track the India Program. I also hope this is not why the plant cost comes in at under half cost as compared to in other countries.
- As an aside, when does the intended fast tracking end - is this fast tracking ending once the next announcement comes out and therefore was only lodgement of papers that was fast tracked? This needs to be clear.

Building a Coldry plant to this scale is a first.
It will be far from easy to make it happen as scheduled for this reason, due to troubleshooting and teething issues that all first up techs/processes experience - it goes with the turf.

Language barrier.
EVERYONE who is instructing in English must have an equal and opposite worker who is also a speaker of English to receive their instruction and then translate to other workers. For example its ok to say that an instruction has been given, but was it understood? And can it be carried out? Hence, overseers are paid well and foremen are in short supply for large projects (not that ESI's plant want to be that big in my books).

So there are so many thigns that can get in the way of "fast tracking" that it was really a big move to say such could occur. Unless MANY factors of its physical construction have been taken care of already (which wouldn't be the case as we haven't had that relayed to us) then we are starting from scratch, no matter how many boxes are ticked or papers are stamped.
We still have to work with the people, the infrastructure and the dynamics mentioned that are never detailed in company announcements, but can be the source of very real hold-ups in India.
