Reading between the lines they are struggling with equipment, technical issue, maybe geology and are confused as to what to best do.
To me this doesnt signal an uneconomic resource. What it does signal is some impending delays and problems till they work out how best to do it.
They will work it out imo, but it will take time and money. This is where they really need to take in advice from others. All the players need an information sharing arrangement to accelerate learning. Our geology, equipment and skill sets are new on this and all players could benefit each other with the right approach.
They can take 5 years to work it out in isolation or 2 years in a constructive collaborative way.
And from what i read between the lines they are struggling which way to turn with a lack of experience and knowledge. Which by the way is to be expected.
