As for forcing vehicles into oncoming traffic - do level crossings force cars into risking a collision with a freight train whenever the boom gates are down and the lights are flashing? Do red traffic lights force cars into risking a side-on collision when they enter the collision? Drivers have an obligation to drive to the conditions; if it isn't safe to pass, the onus is on them to sit back, relax, and wait for an opportunity.

It would make sense to a motorist to take out two cyclists than have a head on with a car/ truck.
The fact two cyclists riding two up, when inside rider is on the edge of road shoulder as you write where gravel, stones, uneven surface. IMO could cause inside rider to swerve and hit outside rider, pushing them into path of following vehicle.
Orange helmets, strobe light, fluro jackets would solve the visibility problem.
If cyclists want company, then purchase communication headsets and ride in single file.
On H/ways trucks are passing you at 100k and wind buffer would be dangerous to Two up cyclists I would imagine.
In the former case, *the odds are pretty good that passing the cyclists is going to save three quarters of stuff all time. In the latter case, well, there's no help for drivers that aren't thinking ahead in general, cyclists or no.
Cyclists should not be on H/Ways period.
Speed Difference to great.
Cook H/Way to Port Douglas is a classic example of Tourist coaches , Cane hauling B Doubles,on a mountainous steep winding narrow road.
* Making traffic crawling along in lower gears because of cyclist.
There is no room to pass safely, as tight curves causing limited visibility and very narrow road.No room for cyclists.
There are warning for cars to take care as numerous accidents.
We lose a few cyclists on our country H/Ways.
