    Can anyone tell me if a person who has a low income health care card, but not in receipt of an 'income support payment' will fall under the current or new deeming rules (assuming an Account-based income stream is held prior to 1 January 2015)?
    To clarify the new deeming rules… a quote from the Centrelink Website:
    ‘Account-based income streams held by pensioners and allowees prior to 1 January 2015 will continue to be assessed under the existing rules unless they choose to change products or buy new products from 1 January 2015.’
    ...so if you are receiving an 'income support payment' (government's wording) and have an Account-based income stream prior to 1 January 2015, you will continue to be assessed under the existing rules. So this includes payments such as the Age pension, but also extends to the Disability support Pension etc (i.e. some people may not necessarily be over Age Pension age to remain under the current rules).
    The Government legislation only addresses an 'income support payment' with no mention of health care cards.
    ….However ‘Money Magazine’ quoted the Centrelink website in June 2013 saying … ‘Account-based income streams held by pensioners, allowees or low income health care card holders prior to 1 January 2015 will continue to be assessed under the existing rules unless they choose to change products or buy new products from 1 January 2015.’
    …however it seems that the ‘low income health care card holders’ part has now been pulled from the Centrelink website (as can be seen when comparing to my initial Centrelink quote above).
    It would be greatly appreciated if anyone could direct me to a document that addresses the new deeming rules effect on the Low Income Health Care Card.
