I think at this stage it is more about getting information for the waiting/suffering families and loved ones...
The desperate families is starting to become a potentially volatile powder keg in China and any extra minute of delay when there looks to be a reasonable likelihood of resolution can lead to further escalation of the situation...
Once they know with some certainty, they can start to come to terms with the terrible loss, rather than constantly be clinging to the desperate hope that their loved ones are being held somewhere as hostage or similar...
As terrible as the loss is, it probably is better to know with finality...
