I wouldn't hold too much of a black mark against these other countries...
Chain of command-information-flow and need-to-know-restrictions were probably a factor and many foreign observers in regional governments would probably have been as confused as the rest of us...
No point to speculate as this stage is there looks to be some coming resolution...
Every body has an opinion on this disaster and in reality there is no downside to a wrong speculation, and fairly significant upside for a speculation that is at least party right...
