DB, the Bauer Facility expansion is to allow greater treatment of water as the oil field depletes. It has nothing to do with increasing the total amount of oil able to be supplied to the Moobma plant (currently, it may allow for an increase if the flowline is expanded).

The reason they are looking at increasing the size of the flowline, is because there must be more give in the pipeline further down, in PEL 92.
