Just my objective view.
Extreme care should be used by both cyclists and drivers when on the outside. A driver or passenger does this anyway to avoid having a door...or their life...taken out by an approaching vehicle.
I find it rather odd that a cyclist would ride on the inside and hinge their life on a law...that imo...is for exits on the driver's side (the outside). The cyclist did not ring their bell as a cautionary safe practice. Where is the safety for pedestrians walking from the rear of a car...say if someone used the boot. Should a cyclist stop at every space between cars as that is a 'walkway.' And why would you cycle down such a path, even if it's a cycle way. It would be constant stop/start. How would a cyclist react if a passenger took their time getting into a vehicle. Or a taxi driver is taking a break with the door open. The inside is definitely not a thorough fare for cyclists.
Maybe the council is to blame. Their due diligence has not been performed satisfactorily as it is foreseeable that occupants of a vehicle will not be expecting traffic on their safe departure...the footpath. All of these types of gutters should be immediately shut. I don't recall seeing any in Perth...and the East calls us backwards!
