Obama is the weakest US President in histroy, and possibly the worst as well.
Putin is running rings around him at the moment, Obama is a disgrace. No coincidence that the Arab uprising, increased tension with China, Turkey/Syria etc have all happened on his watch.
Painting his red line and then not backing it up was a humiliation internationally for the US.
Kerry like Clinton before him, also looks out of his depth on the world stage.
